The Florida Department of Transportation’s goals for reducing time and cost overruns have been constant throughout the years.  Reducing the time it takes to initiate and complete roadway improvements greatly benefits the traveling public and local businesses by providing better facilities and limiting construction impacts. 

The I-595 PPP Agreement between the Concessionaire and the FDOT was structured to minimize time and cost overruns.  The Concessionaire is incentivized to finish early by eliminating any payments until all of the work has been completed to the satisfaction of the Department.  Once the construction requirements have been fulfilled, incremental payments will be made yearly to the Concessionaire.   We will closely monitor the construction schedule and milestones to ensure project progress is on track.  In addition, the on-site construction and maintenance operations will be validated for compliance with the plans and specifications throughout the life of the contract.
